New Email Message Shortcut Slick! 

In a blank area of the Desktop right click > New > Shortcut and in the "Type the location..." field, enter mailto:

Click next then give it a name like New Email. 

You can also pin this to your start menu or quick launch tool bar.

This works with any Windows version and both Outlook and Outlook Express.
